Questions 27-40

Read the text below and answer Questions 27-40.

HAS DEMOCRACY WORKED FOR MANKIND?

A The idea of democracy finds its roots in Ancient Greece. The term democracy was coined from the words ‘Demos’, meaning people and ‘Krates”, meaning rule. The city of Athens, where the idea was conceived, experimented with a form of government where all the citizens, rather than a single ruler or king, helped in making state laws. A system of government that requires a popular vote to elect its leader and other officials is called a democracy. It means leaders cannot be chosen without the will of the people. Democracy has been implemented successfully across the world.
B While everything has a downside, a democratic system has undeniable efficiency. Large countries that cannot be managed by a dictator are disintegrating into several smaller democracies. There is a multitude of reasons that make democracy a better form of government. Democracies, as a rule, are accountable and more likely to be humane. Good examples are the democratic governments headed by Churchill and Roosevelt. Their reign witnessed fewer errors in history. In contrast, non-democratic leaders such as Mussolini, Stalin or Hitler were responsible for frequent bloodshed and social oppression. In a democracy, the interests of citizens is protected. There is no monopoly of authority as the government is bound by an election term. People in power are committed to the people by the constitution. The nature of democracy binds elected leaders to the political mandate they announce for the benefit of citizens, failing which, they are unlikely to be re-elected. A democracy places civil interest above everything else and holds every citizen equal by the law.
C A democratic government is a more responsible government giving stability to the country. People in a democracy are generally politically educated through public meetings, demonstrations and the media. Democracy’s biggest strength is that it is based on the people’s will. According to a study conducted in Great Britain between the years 2003-2013, it was found that a majority of 52% of its population is satisfied with the democratic form of government. Other studies too have gathered similar opinions across European countries, such as the Netherlands and Italy. Democracies of Norway and Denmark have shown remarkable stability by scoring 1.2 and 2.2 index values on a scale.
D However, Sir Roger Scruton, a writer and philosopher, argues that while democracy is championed as a universal good by the east, the power to guarantee personal and political freedom is overestimated. Major Western nations have for some time been acting on the hypothesis that the solution to political conflicts lies in democracy. And that focus should be placed on encouraging democracy in countries that do not enjoy its advantages. Even after looking at the events unfolding in the Middle East today, they still adhere to this supposition. There is no arguing that as a rule, democratic governments resort to peaceful solutions to internal as well as international issues. The fact that people in a democracy can choose their government acts as a safety valve that prevents strife. It is not surprising then that the Western foreign policies advocate democracy. The cold war is seen as an example of the triumph of democracy over totalitarianism. The communist states that had faced oppression and tyranny are now free and can talk of human rights.
E While history has demonstrated the efficiency of democracy, it has its downside. The freedom of democracy leads to massive wastage of funds. A huge amount of money is wasted campaigning for elections. There is also a possibility that the elected rulers will be incompetent and will use public funds for their own recreation. Unethical means can be used by those in power for personal interest. In a democracy, whether you are illiterate or literate, you are allowed to cast your vote. As such the person elected might not be competent to perform his duties, leading to decisions that are erroneous.
F Any political system is bound to have a negative aspect. We can debate on the issue, but we have to agree, democracy works. Ancient Greek philosopher, Aristotle puts it succinctly, ‘In a democracy, the poor will have more power than the rich, because there are more of them, and the will of the majority is supreme.’
