Provincial Attestation Letter (PAL)
• The International College of Manitoba (ICM) announced that they have received an allocation of Provincial Attestation Letters (PALs). The number of PALs is capped and designated learning institutions will receive an allocation of PALs from their *provincial government. Every time that an institution issues a PAL, the PAL is considered used, irrespective of the outcome of the study permit application. • Due to high demand for ICM, the issuing of PALs will be competitive. We sincerely thank you for your support. • The communications last week were specific to students with an unconditional Letter of Acceptance. These students are first to be considered for a PAL. For more information about next steps for accepted students, please refer to last week’s email. This week’s update focuses on students who have an unconditional Letter of Offer, are ready to accept and pay their deposit, and fully prepared to apply for their study permit. New: Students may not pay their minimum deposit unless they are selected to receive a PAL. * New: ICM is introducing a ten-day payment deadline for students who are selected to receive a PAL and are invited to pay their deposit. * New: An application deadline of April 17, 2024 is now in effect for Fall (September) 2024. * Continued screening through the Genuine Student Check (GSC) assessment interview, on a case-by-case basis. * Students must clear their conditions as soon as possible and ensure they are fully prepared to apply for their study permit. Below are the steps for fully prepared offer holders to be considered for a PAL. Once again, due to high demand the issuing of PALs will be competitive. Students with a conditional Letter of Offer must also clear their academic and English language conditions before being eligible to proceed. (1) Due to the high volume of applications, we will be sending out notifications by email to students with a Letter of Offer over the next two weeks. (2) On a case-by-case basis, some eligible students will be invited to book a Genuine Student Check (GSC) assessment interview to check the student’s preparedness to apply for and receive a study permit. (3) ICM will share the outcome of the GSC assessment to students by email, with their education agent in copy. (4) Students who are selected to receive a PAL will be required to pay their minimum deposit within ten days. Upon receipt of payment, students will receive an admissions package containing their Letter of Acceptance, fee receipt & PAL, with their education agent in copy. Students must apply for their study permit as soon as possible once they receive their Letter of Acceptance & PAL. • Additionally, an application deadline of April 17, 2024 is now in effect for Fall (September) 2024. Applications for Winter (January) 2025 are on hold until further notice. • Finally, a reminder that ICM has updated its Fee Refund Policy. Students who have been issued a PAL may only request a refund of their deposit minus C$500 administration fee with proof of visa rejection. Failure to provide proof of visa rejection will be subject to a cancellation fee of 50% of the program fee plus C$500 administration fee.
