NOTE:
From now on, Norquest College will follow new guidelines for assessing English Language Proficiency (ELP) and English academic requirements based on the credentials issued in India. Central Board of Secondary Education (CBSE), Council for Indian School Certificate Examination (CISCE), and National Institute of Open Schooling (NIOS) are acknowledged to be the only boards that operate entirely in an English-medium system. Therefore, ELP can be waived if marks for the English course in senior school examination certificates issued by CBSE, CISCE, or NIOS boards were at least 75% when converted to the Alberta grade scale or if higher education was completed. If applicants completed senior school through any other boards, they won’t be eligible for an ELP waiver, and the admissions decision will be taken based on their IELTS scores.
And secondly, same as before, ELP can be waived if the applicant has completed at least three full-time consecutive years of higher education in India in a recognized institution where English was 50 % of instruction and which included successful completion of an English course.
Moving forward, English academic requirements will be accepted only from the CBSE, CISCE, or NIOS examination boards. English courses from
all other boards are considered ESL courses and are not accepted for admission purposes. Postsecondary/degree-level English courses will be accepted depending on the number of credits or hours students took. As for the Math requirement, there have been no changes. Same as before, we are accepting Mathematics (10th Class) + Business Studies/Org. of Comm. (12th Class) + Accountancy/Elements of Acct. (12th Class) in lieu of Mathematics 30-2 for Business programs.
ELP minimum acceptable scores will be increased for the following programs: Practical Nurse, Social Work, Early Learning and Child Care. New ELP admission requirements have been posted on the website (program pages) https://www.norquest.ca/cal/current/programs/

| Provincial Attestation Letter (PAL) | |||||||||
| • Government of Alberta has launched the Provincial Attestation Letter process as of March 1st. • Our focus for now is for the Spring 2024, then followed by Fall 2024, Winter 2025, & for the future intakes. • This is a very manual process right now; we do request your patience as we go through this. Anticipated plans by the Government of Alberta are to automate this process in future. • We do recommend that students check their college’s email, as our Admission will be sending them an Attestation letter once we receive a copy from the Government of Alberta. • If you are submitting an outside Canada study permit application, you will also need to enclose a Provincial Attestation Letter (PAL) in your application, as per the new IRCC policy announced on January 22, 2024. We will be issuing PALs based on your responses provided in the Visa Status Webform. |
